He automated the Defense Intelligence Agency, Joint Military Collection Management system that creates, collects and analyzes intelligence reports from around the world. Also, as the Web Master at the Department of State, Mr. Starr was responsible for designing and developing the first high-volume web-based hotline support system. Mr. Starr created the Trade Events web site and pioneered the process to automatically install software developments to U.S. Embassies.
