Mr. Starr successfully ran the Security Technologies and Research Laboratory, advancing research and development on 25 security related projects. As a Senior Programmer Analyst, he developed a prioritization process for the State Department that allows the Information Technology Capital Planning Program Board to vote on the funding for all the IT projects. He automated the Defense Intelligence Agency, Joint Military Collection Management system that creates, collects and analyzes intelligence reports from around the world. Also, as the Web Master at the Department of State, Mr. Starr was responsible for designing and developing the first high-volume web-based hotline support system. Mr. Starr created the Trade Events web site and pioneered the process to automatically install software developments to U.S. Embassies.

Senior Programmer / Analyst / Automation Specialist
As the lead computer support and programmer on the A-Team for the Department of Energy, Mr. Starr was in charge of programming activities for key development projects in 11 Offices of the Department of Energy. He was the primary requirement analyst for the team and has participated in the standards initiative. He created the Application Generator Tool used in the requirements and design phase. Mr. Starr was automated the National Grants Tracking System and the Agreement Tracking System.

From engineering designs, Mr. Starr produced 15 projects and controlled all facets of production for the NASA Space Shuttle Ground Support Engineering Team. He used data processing equipment and Lotus 123 to organize wire lists, and documentation. He built the Network Scheduling System, RS422-RS232/TTL Converter Unit, Communication Time Interface Unit, Fault Isolation and Monitoring System, High Data Queue Update and Power, Schedule/Status Buffer Unit and Secure Phones, Operations Console & Power Interrupt Device, Fault Isolation and Monitoring System, DMS Shuttle Unique Equipment Panel, NRZ-Biphase L+M Converter Unit, and the KG-28 Auto Inverter Unit.  

Oscar Engineering Inc. January 1982 – June 1984
Supervisor / Electronics Technician
Mr. Starr was responsible for eight people and seven projects: Working directly with the president/owner to design printed circuit boards, schematic drawing, calibration, testing, inventory and production of microprocessor based data acquisition and control systems. All programs produced were written in machine language assembly code and placed on EPROM memory chips. Mr. Starr supervised the prototype development, total inventory, construction, technical repairs, testing and shipping of 170 Operational Status Display Units; plus designed circuit boards for COMSAT and INTELSAT.
